Online Application for Registered PIE Auditors

Under the Financial Reporting Council Ordinance ("FRCO"), a person must not undertake or carry out any Public Interest Entity ("PIE") engagement unless the person is a Registered PIE Auditor, i.e. local PIE auditor registered by HKICPA, or a Recognized PIE Auditor, i.e. overseas PIE auditor recognized by FRC. 

Only practice units as specified under section 2 of the Professional Accountants Ordinance ("PAO"), i.e. practising certificate holders, firms and corporate practices registered with HKICPA, may apply to the HKICPA Council for registration as a Registered PIE Auditor.

 

In order to proceed with your PIE Auditor registration application, you will need to login with appropriate login ID/ password for either one of the following registration status:

  • holder of a practising certificate issued by HKICPA and practising in your own name Login with your member's login ID to proceed

  • a CPA firm registered with HKICPALogin with your firm's login ID to proceed

  • a corporate practice registered with HKICPALogin with your corporate practice's login ID to proceed

Before you apply

Please check that you have read and fully understand the relevant information on registration as a Registered PIE Auditor.  Click here for the requirements for registration as a Registered PIE Auditor as well as the responsibilities and registration requirements of Responsible Persons for Registered PIE Auditors.

In order to complete the application you will be asked:

  • to provide a list of your proposed Responsible Persons, including Engagement Partner ("EP"), Engagement Quality Control Reviewer ("EQCR") and Quality Control System Responsible Person ("QCSRP").

  • to upload completed Fit and Proper Declarations ("Form PIE-F&P") that have been signed by each of the proposed EPs, EQCRs and QCSRPs.

  • if applicable, to upload personal details form ("Form PIE-EQCR") by each of the proposed EQCRs who is currently not a HKICPA member, together with a copy each of his/her identity document and membership certificate from his/her parent institute.

  • to pay HK$250, being the application fee, online to complete the application procedures.


Points to note for uploading Fit and Proper Declaration and other documents, where applicable:

  • File type accepted: .zip / .pdf /.doc / .docx / .xls /.xlsx / .jpg /.png / .gif

  • Maximum file size: 2MB.

  • We suggest you to use HKICPA membership registration number with a prefix "PIEFPD" as the file name, e.g. PIEFPD A80000.pdf.

  • If there is more than 1 file to be attached for a Responsible Person, please compress them into a zip file.

  • If you cannot upload the file successfully, please contact the Institute's IT support team at (852) 2287-7800 or email at itsupport@hkicpa.org.hk.

 

Application flow

Submission of Application – submit your application and pay the application fee online.

 

Draft of Application – save your partially completed application at any time and return to edit/ upload document(s) later.

 

Acknowledgement – Email notification to acknowledge receipt of an online application will be sent after you have submitted your application and paid the required fee online.

 

Notice of Application Result – Application result will normally be available ten weeks after the relevant submission deadline.  Written notice will be sent to the applicant and each Responsible Person of the applicant.

Incomplete application

For applicants who fail to submit the completed application with relevant supporting documents and payment for processing within 6 months from the application create date, their application would be deemed unsuccessful and relevant data will be removed from the Institute's database without further notice.

 

The applicant concerned is required to submit a new application and provide supporting documents together with the application fee should they wish to re-apply.


Unsuccessful application

The applicant whose application has been considered and rejected by the HKICPA Council will receive a written notice with a statement of the reasons for decision.  All fees paid are non-refundable.

 

The applicant concerned may submit a new application and provide supporting documents together with the application fee should they wish to re-apply in the future.

 

Personal Data (Privacy) Ordinance

All information provided in this online application will be used by the Hong Kong Institute of Certified Public Accountants ("the Institute"/"HKICPA") and the Financial Reporting Council for the purpose of exercising their respective powers under the Financial Reporting Council Ordinance ("FRCO") (Cap 588), Professional Accountants Ordinance ("PAO") and its subsidiary legislation (Cap 50) and administering or enforcing the relevant provisions of the FRCO, PAO and its subsidiary legislation, and for any other legitimate purposes as may be required, authorized or permitted by law.  The Institute will also use the collected data for statistical research and analysis, and for other uses internally. 

 

The provision of personal data by means of this application is voluntary.  However, insufficient information may result in rejection of an application.  Data collected may be accessible by the Institute's officers, persons or committees processing registration and related matters.  Please refer to the Institute's privacy policy and personal information collection statement on its website at:  www.hkicpa.org.hk.

 

Unless otherwise agreed, hard copies of any documents containing personal data that you provide to the Institute, if any, will become the property of the Institute and will not be returned to you.  The Institute will destroy any documents it holds in accordance with its internal policy and applicable laws.
