Tender Notice for 2021/22 HR Related Insurances Renewal

Scope of Service:

The current HR related insurance plans (Group Medical, Group Life, Group Disability Income and Employee Compensation) of the Institute will be expired on 30 June 2021. The Institute is requesting better renewal proposals from the market.

Tender Briefing & Tender Documents:

Tendering companies will be invited to attend a briefing session on 26 April 2021 (Monday) and receive tender documents in the meeting.

Tendering companies which cannot attend the briefing session should collect tender documents in person from the Institute’s contact person on or after 27 April 2021.

Non-Disclosure Agreement:  The Non-Disclosure Agreement (NDA) should be signed before tendering companies collect the tender documents from the Institute. A copy of the NDA is attached for the use of tendering companies.

Note: Tendering companies can hand in the original signed copy of NDA when they attend the briefing session.
Closing Date & Time:

Date: 11 May 2021 (Tuesday)
Hong Kong Time: 4:00pm

In event of a typhoon signal No. 8 or above or rainstorm black warning is issued on the closing date before the closing time, the tender closing time will be postponed to the same time on the first working day immediately after the signal or warning is lowered.

In the event of any possible blockage or disruption of public access to the Institute at the original tender closing date/time, the tender closing date/time will be postponed. Tendering companies should follow the announcement made at the Institute website for the revised tender closing date/time.

Submission of Tender: The technical proposal and fee proposal must be submitted in two separate envelopes provided by the Institute. Each envelope should be sealed and submitted to the Procurement Manager of the Institute before the closing date/time. Late submission will not be accepted.

The Institute shall not accept non-sealed tender proposals or submission of tender proposals by emails / other electronic means.


  1. HKICPA reserves the right not to appoint any company to undertake the project. The lowest fee bid may not necessarily be accepted as the successful bid. HKICPA reserves the right to change or cancel this notice without prior notice or liability to any parties.

  2. HKICPA will evaluate proposals received in strict confidence and reserve the right to accept or decline any proposal as it sees fit. Costs relating to the preparation and submission of proposals are the responsibility of those making the submissions. The Institute reserves the rights to negotiate any tender offer with the tenderer.

  3. Please note that the contract to be entered into with the selected tendering company cannot contain any term requiring the provision of any indemnity by the Institute to the tendering company over any potential third party liabilities. The Institute reserves the rights to terminate the contract with the selected tendering company and claim any damages if the contract is obtained through bribery or collusion with other bidders and/or corrupted offers to the Institute’s staff member(s).

  4. Company will be deemed to have accepted these conditions if submitting proposal to HKICPA.
