Government budget
Each year the financial secretary sets out Hong Kong government's tax and fiscal policy and plans in the budget speech, which is normally delivered in February or March. Some months prior to the budget speech, the financial secretary consults the Legislative Council and may also invite public submissions. The Institute, through its taxation committee, regularly submits proposals to the financial secretary and holds a press briefing.
