HKICPA Signs Memorandum of Understanding with HKIAAC to reinforce ethical standards of the accounting profession and foster an integrous financial ecosystem

The Hong Kong Institute of Certified Public Accountants (HKICPA) is pleased to announce the signing today (13 March) of a Memorandum of Understanding (MoU) with the Hong Kong International Academy Against Corruption (HKIAAC), established by the Independent Commission Against Corruption (ICAC). This strategic partnership aims to further strengthen collaborations between the two institutions in upholding the highest ethical standards within the accounting profession and collectively safeguarding a robust financial ecosystem.

 

The MoU establishes a framework for continuous mutual co-operation, facilitating exchanges and visits between the two institutions, and jointly developing ethics-focused initiatives designed to further foster a culture of integrity, accountability, and responsible practice. Both parties will also deepen training collaboration, including the arrangement of guest lectures and the exchange of best practices in professional training.

 

The MoU was signed by Elaine Chung, Acting Chief Executive & Registrar of the HKICPA, and Ricky Yau, Deputy Commissioner and Head of Operations of the ICAC, under the witness of Stephen Law, President of the HKICPA and Danny Woo, Commissioner of the ICAC.

 

HKICPA President Stephen Law said, “Ethics and integrity are the fundamental cornerstones of the accounting profession. In an evolving business landscape, the accounting profession plays a pivotal role in upholding the corporate governance and financial integrity. Our longstanding partnership with the ICAC is built on this shared commitment. This MoU is a proactive step to further reinforce our world-class ethical standards. By deepening our co-operation, we will empower our members with the specialized expertise to navigate emerging challenges, thereby strengthening public confidence in Hong Kong’s financial stability and reinforcing its status as a leading international financial centre.”

 

Danny Woo, Commissioner of the ICAC, said, “This MoU symbolises the integration of the ICAC’s practical experience and the HKICPA’s professional influence while joining hands to cultivate accounting talents with integrity and professional capabilities. This will help improving the overall integrity level of the industry, strengthening practitioners’ abilities to identify and prevent corruption risks in daily work, and jointly reinforcing the solid foundation of Hong Kong as an international financial centre.

 

HKICPA has always been actively emphasizing ethics and integrity through a series of impactful initiatives. At the international level, the Institute received the visiting delegation of the International Ethics Standards Board for Accountants (IESBA) earlier this year to discuss joint efforts in advancing international ethics standards. The meeting reaffirmed Hong Kong’s core position as a leading international financial centre, as well as the Institute’s instrumental role within the global standard-setting process.

 

In September 2025, the HKICPA launched the online Ethics Resources Centre, offering more than 30 CPD courses, featuring both self-developed content and collaborative courses with leading professional bodies. Furthermore, the HKICPA hosted a high-level Ethics Conference on Global Ethics Day, 15 October 2025, to raise awareness among members. In November 2025, the HKICPA signed a MoU with the Association of Chartered Certified Accountants (ACCA) to expand ethics-related learning offerings within both bodies.

 

Ethics and integrity are the cornerstones of the accounting profession. As the statutory body for the profession, the HKICPA remains committed to upholding members’ awareness of ethical standards and offering up-to-date training to maintain the high ethical standards of Hong Kong’s accounting professions, thereby reinforcing public confidence in Hong Kong as a leading international financial centre.
