HKICPA appoints LEE Kin, Arthur as new Chief Executive and Registrar

The Hong Kong Institute of Certified Public Accountants (HKICPA) today announced the appointment of Mr. LEE Kin, Arthur as the Institute’s new Chief Executive and Registrar. Mr. Lee will assume his new position on 22 April 2026.


Mr. Lee specializes in the fields of finance and sustainability, with over 30 years of extensive experience. The Council of the Institute is confident that with Mr. Lee's exceptional leadership experience in the accounting profession, corporate governance, and risk management, he will successfully lead the Institute in further strengthening the international standing of Hong Kong's accounting profession.


HKICPA President Stephen Law said, “The Council welcomes Mr. Lee to the Institute. Mr. Lee has an outstanding track record in accounting, capital markets and corporate governance, bringing the strategic vision and professional insight needed to guide the HKICPA into its next phase of development. With his extensive experiences in public service and deep commitment to cross-sectoral collaborations, I believe that he is exceptionally well‑positioned to lead the Institute and continue to drive the accounting profession to uphold professionalism, and safeguard Hong Kong's leadership as an international financial centre.”


Mr. Lee is a fellow of the HKICPA. He held positions at various renowned organizations, including CGN New Energy, Hutchison Ports and Arthur Andersen. He currently serves as Director of Finance and Risk Management at CLPe, overseeing financial planning, investment analysis, and risk management.


Mr. Lee has also made significant contributions to both the profession and the wider community through his service. He is a Hong Kong Accounting Advisor appointed by the Ministry of Finance of the People’s Republic of China, Treasurer and Adjunct Professor of the Hong Kong Polytechnic University, and Honorary Fellow of the Hong Kong Baptist University. In 2023, Mr. Lee was awarded the Medal of Honour by the HKSAR Government.


Mr. Lee holds a Bachelor of Engineering degree in Information Engineering from the Chinese University of Hong Kong, an LLB from Manchester Metropolitan University, an MBA from the University of Warwick, and a Master of Corporate Governance from the Hong Kong Polytechnic University. His professional qualifications include Fellow of the HKICPA, Fellow of the Association of Chartered Certified Accountants, Fellow of the Chartered Governance Institute, Fellow of the Hong Kong Chartered Governance Institute, Chartered Financial Analyst, and the Legal Profession Qualification of the People's Republic of China.
