Business Valuation

As announced in the 2026–27 Budget by the Financial Secretary, the Hong Kong Special Administrative Region Government launched a two-year Pilot Patent Valuation Support Scheme (“Pilot Scheme”) in September 2026. The Pilot Scheme aims to assist eligible local small and medium-sized enterprises to conduct valuations of their patents and other intellectual property assets, thereby providing objective information to facilitate access to credit financing. 

Under the Pilot Scheme, the Intellectual Property Department (“IPD”) recognizes “qualified valuers” from designated professional bodies, including members of the Hong Kong Institute of Certified Public Accountants (the “Institute”) who possess the requisite experience. In support of the Pilot Scheme, the Institute has compiled a list of members who responded to the Institute’s survey and who, based on the information provided, appear to meet the requirements to act as qualified valuers under the Pilot Scheme (the “List”).

The Institute has compiled and consolidated the List for the purpose of facilitating the Pilot Scheme, based on the information provided by the members concerned. The Institute has not independently verified, vetted or assessed the relevant information, and makes no recommendation, representation, warranty or assurance (whether express or implied) as to the accuracy, completeness or currency of any information relating to any practitioner on the List.  

Accordingly, inclusion in the List does not constitute certification, endorsement, approval, or quality assurance in relation to any individual practitioner (including his/her qualifications, experience or services). Any valuation conducted under the Pilot Scheme must be carried out in accordance with the requirements set out in the Guidelines for Quantitative IP Valuation Reports, published by the IPD.

The List will be updated from time to time. Members who wish to be considered for inclusion in the List must complete the Institute's survey.
